Frequently Asked Questions
Everything you need to know about BIFS membership, services, and how we operate.
General
BIFS — the Bureau of Integrated Facility Services — is a full-service risk management operation serving commercial properties across several California counties. We operate as a single vendor for every facility service your building needs, delivering professional, intelligence-driven operations through one trusted partnership.
We approach risk management services the way an intelligence bureau approaches operations — with precision, accountability, and thoroughness. Every service is tracked, documented, and quality-checked. We don't just complete tasks; we run your facility operations like a classified mission, ensuring nothing falls through the cracks.
Our four core values guide everything we do:
- Honesty — Transparent pricing, truthful reporting, no hidden fees
- Integrity — We deliver what we promise, every time
- Loyalty — Long-term partnerships, not one-off jobs
- Trust — You trust us with your facility; we take that seriously
BOWS is the risk management services department of BIFS. It is the operational arm that delivers the hands-on services — janitorial, HVAC, security, landscaping, plumbing, and building maintenance. Each of these services operates as its own division within BOWS.
James Moore established BIFS with a mission to bring a higher standard of professionalism, transparency, and accountability to the risk management services industry.
Services
BIFS provides six core service divisions through our BOWS department:
- Janitorial & Sanitation — Daily, weekly, or by-request commercial cleaning and sanitation
- HVAC Systems — Heating, ventilation, and air conditioning maintenance and repair
- Security — On-site security personnel and facility protection services
- Grounds & Landscaping — Exterior grounds maintenance and landscaping
- Plumbing — Commercial plumbing maintenance, repair, and emergency service
- Building Maintenance — General maintenance and building upkeep
Absolutely. Your BIFS membership gives you access to all six service divisions, but you only pay for the services you actually use. There's no obligation to use every service — choose what your facility needs, when it needs it.
Yes. BIFS members can submit service requests through the client portal at any time. Emergency and urgent requests are prioritized. Your membership discount applies to emergency work just as it does to scheduled services.
We serve commercial properties of all types across California — office buildings, medical facilities, retail spaces, industrial properties, warehouses, educational institutions, and multi-tenant buildings. If it has a facility, we can manage it.
Working with a single vendor eliminates the complexity of managing multiple contractors, invoices, schedules, and points of contact. With BIFS, you get:
- One relationship and one point of accountability
- Consolidated billing — services are billed monthly
- Consistent quality standards across every service
- Easier compliance documentation and reporting
- Guaranteed savings through your membership discount
Membership & Pricing
You pay one annual membership fee, and in return you unlock a guaranteed discount on every facility service you use throughout the year. The more you use us, the more you save.
We offer four membership tiers:
- Essential — $597/year, 10% off all services
- Foundation — $1,597/year, 20% off all services
- Premium — $2,597/year, 25% off all services
- Strategic — $3,597/year, 30% off all services
Higher tiers unlock greater savings, priority response times, and additional benefits like a dedicated account manager. Visit our Pricing page for full details.
Membership is billed annually. Services are billed monthly based on actual usage. There's no per-job paperwork — just a single monthly invoice for all the services your facility used that month, with your membership discount already applied.
No. There are no long-term contracts on individual jobs. Your annual membership gives you access to all services at your discounted rate. You can use as much or as little as you need throughout the year.
No. Transparency is one of our core principles. Your membership fee is your membership fee. Service pricing is clear and your discount is automatic. There are no surprise charges, admin fees, or fine-print costs.
You'll be notified before your renewal date. If you renew, your rate stays locked — and founding members lock in current pricing for life. If you choose not to renew, there's no penalty; your services simply continue at standard (non-discounted) rates, or you can cancel with no obligation.
Yes. Contact us to upgrade your membership tier at any time. We'll prorate the difference for the remainder of your membership year, and your higher discount kicks in immediately.

We offer flexible scheduling to fit your facility's needs:

- Weekly — Scheduled on your preferred day
- Biweekly — Every two weeks
- Monthly — Once a month on a preferred date
- By Request — On-demand service when you need it
Scheduling frequency is your choice — you select what works best for your operation when reviewing your proposal.

Facility Intel & Safety
Yes. BIFS takes compliance seriously. Our operations align with Cal/OSHA standards, California Department of Public Health regulations, fire codes, and building maintenance requirements. VDS reports are documented records of any violations, hazards, or compliance issues identified at your facility. They include the violation type, severity, corrective actions taken, and resolution status. Clients can view VDS reports through the client portal for full transparency.
